INAUGURAL ADDRESS
“ …this is a solemn and most momentous occasion; and yet, in the history of our Nation, it is a commonplace occurrence. The orderly transfer of authority as called for in the Constitution routinely takes place as it has for almost two centuries and few of us stop to think how unique we really are. In the eyes of many in the world, this every-4-year ceremony we accept as normal is nothing less than a miracle.”
President Ronald W. Reagan

SIGNING CEREMONY
After the departure of the former President and First Lady, the new President gathers in the President’s Room just off of the Senate Chamber to sign nominations and sometimes memorandums, proclamations, or executive orders. President Reagan, surrounded by the JCCIC Members and Vice President Bush, signs his first official actions taken as the newly sworn President of the United States—an Executive Order on the federal hiring freeze and cabinet member nominations.

Approximately 200 guests including the new President, Vice President, members of their families, the Supreme Court, Cabinet designees, and members of Congressional leadership attended the event in the Capitol’s National Statuary Hall.
